Replacing an obsolete municipal system without stopping the plant
A treatment plant is a continuous process, not a building that closes for the weekend. When the electrical system behind it is obsolete, undersized for the load it's actually carrying now, or simply worn past what it was ever rated for, the replacement has to be planned around what the process can tolerate losing and for how long, not around what's easiest for the crew doing the work.
That means staging the job in pieces, tying new circuits in ahead of pulling the old ones, and treating every outage window as something to be negotiated with the plant, not assumed. Preventative maintenance with thermal imaging
A connection that's about to fail almost always runs hot before it fails outright, and thermal imaging catches that heat while it's still a maintenance item instead of an emergency call. Nuechterlein Electric uses it as part of routine preventative maintenance on municipal systems, scanning panels and connections for the hot spots that a visual inspection alone would miss entirely.

Chapter 03
Instrumentation
Keeping the power on is only half of what a plant needs from its electrical contractor. The other half is instrumentation: calibrating the instrumentation and equipment that measures the process itself, troubleshooting an instrument that's reading wrong or not reading at all, diagnosing the electrical fault behind it, and identifying and correcting the power quality issues that can throw sensitive readings off in the first place.
That's a different skill from panel work, closer to diagnostics than installation, and it's the part of municipal electrical work that keeps the plant's operators able to trust their own dashboard.
